I know that an Access scholarship can help lower the enter of your desired course to a certain level does that also apply in terms of prerequisite marks?  Eg. A dismal 33 for chem with a required 35 for chemistry. Has anyone been accepted into a course not meeting the prerequisites?

Generally, no. Prereqs are prereqs, unfortunately. That being said, you can always ask the faculty if they will waive that requirement in light of your SEAS application.
