Long story but to keep it short...
I stuffed up my preferences...received Mechatronics Engineering(monash), but don't want it. I decided I want to do civil engineering and decided Monash isn't for me(travel reasons), so I called UoM for irregular offers, shockingly they said you need ENTER of 90 above for irregular offers this year..i said shit!. I received enter 89.25 btw. Anything I can do?

I suppose you can apply anyway, since you're so close to the cut-off. Otherwise, try another uni (I hear RMIT is good for Engineering), or transfer out of the course at Monash after a year or a semester.
