Can't help with any Law specifics (I'm at Melbourne anyway) but the clearly in should give you a guarentee - that is, the 2015 clearly in, not the one from this year (ie. the one for the class or '13.) I'm not sure if Monash's required scores are more stable than others, but generally the clearly in will fluctuate quite a bit.
Anecdote: had a friend who wanted to get into Melbourne Arts, her ATAR was 91.8 and the clearly in for the previous year was 91.4. We were celebrating, until they released the
actual clearly in's for our year (shortly after results... I can't remember exactly) and it had been raised to 92.35. She had a couple of SEAS categories, but nothing substantial, and she didn't get in.
(Story has a happy ending though, she's going to ANU to do an even better course

Don't be too disheartened though: every year there is a pretty large percentage of people admitted below the clearly-in.

So close to 30% of people in first year at the moment had ATARs below 98.
Hopefully someone else can give more specifics as to whether those numbers are likely to change drastically.
Fingers crossed it all goes well for you - transferring after a semester/year is always an option too
