You could interpret it that way, although I'd say the negative is preferred (possibly strongly preferred, I'll leave VCAA to interpret) because change does have direction and hence needs to be indicated with sign.

Since when has a scalar quantity needed a direction? Similar question in an earlier paper, 2010 I think, and no direction is needed. I'm no examiner, but i'd be surprised if you lose a mark for not having a negative. would expect to lose one if you did tbh

A change in a scalar quantity has direction, though. It asked for the change in energy, so sign matters! +ve is increase, -ve is decrease.
