It differs at each school, but my school basically said as long as the general issue has appeared in any Australian newspaper (online or paper) from September onwards it is a valid topic. So with a quick Google search ABC news has written a piece on stem cells so I think that topic is viable. 
Just a general tip, be really specific for your topic as the issue regarding stem cells is quite broad and take a particular stance (sitting on the fence is boring)
My general issue was regarding terrorists and ISIS, which I then narrowed down to a single statement (so it's somewhat like a debate topic) "the Australian government should restrict travel of Australians to Islamic States under jihadist rule". School starts on Monday for me, and then I have a few weeks until she gives us the task and another week before it's due. So I have some time left, haha :)

You don't? :o Do you get a list of topics you have to pick from, or does the teacher give you one topic that you have to do? How does it work at your school?
In our school, we can pick anything as long as it's been in a newspaper (don't know if it has to be an Australian newspaper or not, which is annoying me) since September the previous year.

My school starts on a Wednesday xD (3 day-week)

Da memoriez.  My English oral was not... a good start to the year, let's say, haha.  For some reason I plumped randomly on why we should tax soft drinks, and halfway through writing it I was like 'this is so boring' and instead decide to argue why soft drink taxes were of the devil.  I ended up repetitively shouting something along the lines of 'ARTIFICIAL SWEETENERS WILL KILL YOU AND THE GOVERNMENT IS EVILLY 1984ING US'

So the oral destroyed my rankings, but turned out I still did fine.

It was still better than the year before when us year 11s had to sit and listen to the year 12s speeches, and they had to talk about whether CCTV cameras were good or not, and after twenty incredibly exhilarating speeches....

lol don't worry -- I was doing gender inequality until the week orals started when I convinced my teacher I'd be able to change and pull off a decent speech in a few days (at that point, I had only written about three paragraphs on my topic and none of them made sense)

Long story short, I did

a little procrastination and excuses never hurt anybody
