I live in Geelong and we're not exactly a rural area. If that were true there would be thousands of people applying for seas just for living in geelong.
My cousin started off at Deakin Geelong and then transferred to RMIT. He worked hard first year of uni and made sure he achieved the scores to transfer. I have also heard of similar cases of people transferring to Melbourne Uni and obtaining credit for their courses for instance Vic Uni and Latrobe.
I am hoping to do Commerce too and was considering Commerce/law at Deakin Geelong because it is so close for me eg. 10 minute bus. The main reason I didn't choose it for my first pref is because I also worry about the reputation of Commerce at Deakin. I have heard from a couple of people that are doing the course, that the teaching quality at Deakin Commerce is not that great and that it may be difficult to get into the Big 4 (if that is what you are hoping to do).
Instead I have chosen to go to Monash Caulfield which has a fairly descent public transport, is close to central Melbourne, and has the reputation of a top 8 uni. Enter is about 83 for bach of business and if for me it takes an hour and 10 minutes to get there, it would be a lot quicker for you
Anyway hope this helps and good luck
