so let me get this straight.. 100% of Melbourne's offers for people below the clearly in mark (for both round 1 and 2 offers) go to access/SEAS applicants?

The 2009 Clearly-in Rank is the ENTER at or above which all applicants received a Commonwealth supported place in 2009. Some, but not all, applicants may still receive a Commonwealth supported place below this ENTER. The 2010 Clearly-in Rank can be used as a guide to the standard required for a Commonwealth supported place however Clearly-in Ranks vary from year to year."

So basically, your friend is still able to get into the course even if her enter is below the clearly-in, especially since it is so close to it, she has a good chance of getting an offer.
