I suggest that the OP discuss the issue with the parents.

As for a technical solution, you could try a free internet filter: http://sourceforge.net/projects/wepalco/#item3rd-1 or a commercial solution (NetNanny etc) - and then add RuneScape et al to the banned list.

This is, of course, if you get an opportunity to access the main PC (with your parent's blessing of course).

There are a few other options to preventing him from getting into the game as well.

I still don't see how a software solution solves the problem though. If the kid realises he's being banned, he's just going to throw more tantrums. It seems sort've like smoking; if you make him go cold turkey, he's gonna go nuts. I think you or your parents need to talk to him and just get him to play less and less gradually. I was quite addicted to gaming when I was younger (not this badly though) but I can just walk off whenever now, and your brother needs to learn the same.

With the right tools, you can limit speeds to certain hosts to slow rs to a crawl...

...unfortunately, these tools tend to cost an arm and a leg.
