The course offered at Swinburne is a scholarship course for Bachelor of IT where you need to do interviews and stuff also, for Engineering you need 95ish to get the Vice Chancellors Scholarship.
From VTAC CourseSearch:
Vice-Chancellor's Scholarship – Engineering
Prerequisites: Minimum ENTER of 97.00.
does the vice chancellors scholarship cover all costs?

Mechatronics (or Mechanical and Electronics Engineering) is the combination of mechanical engineering, electronic engineering and computer engineering. The purpose of this interdisciplinary engineering field is the study of automata from an engineering perspective and serves the purposes of controlling advanced hybrid systems.
