If you are concerned that your answers are too broad, there is no harm in being more specific.
If you say that the NHPA contributes to a large burden of disease for Australians, explain how or in what regard. You could talk about its impact on mortality/morbidity, or how that burden comes about ("obesity results in excess fat around the body, leading to a/b/c which results in d/e/f that impacts burden of disease").
If you say that the NHPA results in high (direct, indirect and intangible) costs, use examples ("obesity results in significant direct costs for the individual because g/h/i, and high intangible costs for the community because j/k/l").
Other things to consider when talking about why NHPAs have been chosen include trends, its being preventable, and impact on other areas of health (or other NHPAs).
